1. Heavy Duty Commercial Vehicle
Quota System
  • Due to the quota system, vehicle sales significantly shrunk.
  • License plate markets are formed for new vehicle registration.
    Ex) The price of License Plates are formed around 10 Mil. ~ 15 Mil. Won.
  • Sales Volume has been dramatically reduced.
  • Understanding the complicated issues in Korea, it is requested to abolish the quota system as the nation¡¯s Motor Truck transportation service system develops, step by step.
  • In April 2004, the Motor Truck Transportation Service was changed from registration system to permission based system. New permission issuances and increase in vehicles are currently restricted due to excessive supply of motor trucks.

  • In December 2009, the supply and demand of the motor truck transportation market will be analyzed and a supply deliberation committee will be held to determine whether to increase and issue new permissions in 2010.
  • 2. Passenger Vehicle
    Introduction of New Technology
  • Late introduction of new technology which aim for the safety of drivers, passengers and also pedestrians.
  • Ex) Adaptive Front Lighting System (AFS) : AFS is a headlamp orientation control system that takes into account both steering angle and vehicle speed to orient the headlamps to an angle that provides better night-time visibility.
  • AFS provides a wider range of visibility during cornering, the illumination of gaze point of up to 300% of that offered by conventional fixed headlights, with visible distance increased by some 35%. From both the driver¡¯s viewpoint and that of pedestrian, AFS significantly increases safety at night. (Currently, partial function allowed only, took 5 years in legislation)
  • If manufacturers provide technical background and ampl information, new technology should be allowed while authorities come up with standards or regulations.
  • Ministry of Land, Transport and Maritime Affairs (MLTM) applies a special case regulation and allows an early introduction of new technology when a vehicle adopts more advanced technologies than those provided in the Regulations on the Automobile Safety Standard.
  • Legislation
  • The regulations are released late which give manufacturers shorter preparation time. It is difficult for them to have a mid or long term plan.
  • Ex) Some regulations give only a week notice before its enforcement.
  • Although discussion often takes places between the authorities and the manufacturers / importers, it is requested to have a consistency and also enough time for preparation.
  • New legislation or amendments of laws are made according to the due procedure (consultation with relevant ministries, prior announcement of legislation).
  • The legislation and amendment of sub-regulations may require longer time when they are subject to intensive conflict of interests among stake-holders.
  • Job rotation system in Government
  • Environment and vehicle safety fields require expert decisions and policies. We understand the importance of the job rotation system, however, sometime it creates lack of consistency in policy and decision makings.
  • Permanency / Consistency / Specialty are requested
  • The rotation system is necessary for personal and organizational development. However, it will be ensured that the system does not undermine the expertise of relevant officials.
