Activated carbon

Currently, Korean authorities refer to results of sample tests to determine whether activated carbon is applicable for water purification in Korea. This test methodologie is unique to Korea and different to any other methodologies applied in other countries (EU, US, Japan¡¦).

Our recommendation is to allow product qualification according to internationally recognized test methodologies (ex: ISO¡¦)

Municipal environmental projects

Conditions to bid on environmental municipal markets are shared with local contenders before official bid announcement.

In addition, engineering companies preparing the invitation to bid on behalf of the municipal authorities are allowed to support local contenders, even before ITB is released.

For fair practice, we recommend that Invitation To Bids shall not be communicated to any parties prior its official release and that the Engineering company in charge of the preparation of the ITB shall not be allowed to have a commercial role in the related project.
Intellectual property rights New technology certificate are sometimes granted to Korean companies even though similar technologies are patented or exist elsewhere. Korean companies owning those certificates benefits from deviations or advantageous conditions to access to public procurement processes, while Foreign authorities can not benefit from the same conditions even though they can provide the same technologies. We recommend that New Technologies certificates shall be granted to Korean company if and only if it is proven that the technology does not exist or can not be proposed in Korea by a foreign company having business in the country already.
